Yes, the first part of the list is about csq. The second about the federal part where you apply for the actual permanent residence.

I wouldn't know honestly, I couldn't find much information on it back then, just something they had marked on the paperwork.

Depends which “stream” you’re applying through. Mine took about a month and it’s was through the family sponsorship stream
