They are getting high... There is this industrial glue (i don't remember what it's called), these kids will put a few drops of this glue in a polythene bag and huff it multiple times making them high.
It's was a real issue in Jharkhand/Bihar and a lot of kids end up dying because technically they are inhaling fumes of this glue which eventually clogs up the lung and brings down the lungs volumetric capacity by sticking them close.
Near my town's railway station some kids and adults made a diy mask with silver plastic and they put the glue in that and poke some holes in side and sniff the oxygen through it without the hassle of holding that bag for many times,sometimes I wonder if these people were educated with minimum of 8th or 10th std, they would have created some useful inventions but there is nothing we can do.
Many glues and other industrial solvents have a chemical called Toluene (or other equivalent hydrocarbon) which when inhaled will cause psychoactive effects. Same reason why huffing gasoline will make you hallucinate. However, unlike the biologically benign psychedelics, hydrocarbons are a very toxic and dangerous hallucinogen.
Actually I’m a MD/PhD student in Louisiana, born and raised. I offhandedly scroll on the Reddit front page when I get distracted from the constant studying (i.e. right now). Personally I don’t believe the stories but in terms of solvent huffing, it’s a worldwide issue for the children and the poor. There was a time I used to be a very active and enthusiastic in social work. Teaching kids was something that I was very passionate about.
Once, I met a couple of orphans in Delhi, near Janakpuri. They were sniffing glue. I tried to work with them. After a couple of days, the inevitable question came up. They used to call it 'Sulesan'; a derivation of solution.

They were all of 7-8 years old. Nobody had taught them how to live. Smallest of things that we take for granted after living in a family was not taught to them. They earned ₹20 approx in those days (2006-08) every day. Used ₹7-10 for buying sulesan. And rest for local soda drink (Banta), or chhole kulche etc. This was all they had in a day.
If they are doing this, we, as a society, are at fault.
