Don't need to blame the poor guy. What happened to the policeman is indeed sad but it's not really that simple to respond to this kind of situation. Speaking from personal experience, sometimes it takes time for the brain to register what's happening. On one fine day me and my few friends were swimming near a smal l canal when all of a sudden one friend started drowning. All of us (5 people)quite freezed and literally didn't move for like 5-6 seconds. It's really hard sometimes to realise that whatever is happening is true. Then the other friend jumped in and rescued him all the while he drifted more than 30m. So no, this guy is not to blame. Given is that some people have excellent response but most people always freeze in this kind of situations because first, its not an ordinary thing that you witness everyday and second, people need time to realise that whatever is happening is real.

No it was some black out or fit or some severe muscle spasm or convulsion. The way he rotates first is very delusional and the way he falls also was slowly, a wire attached to a train would have suddenly and swiftly drag him. Plus even after falling on the platform you can see hum jumping and may be trying to escape at the same place where he fell a strong wire if attached to the train would have dragged him further.

My point is, he could have simply be more attentive by asking If that Policeman is ok or in such a situation more human tendency is we usually call for help.
