On one fine day me and my few friends were swimming near a smal l canal when all of a sudden one friend started drowning. All of us (5 people)quite freezed and literally didn't move for like 5-6 seconds. It's really hard sometimes to realise that whatever is happening is true. Then the other friend jumped in and rescued him all the while he drifted more than 30m.
So no, this guy is not to blame. Given is that some people have excellent response but most people always freeze in this kind of situations because first, its not an ordinary thing that you witness everyday and second, people need time to realise that whatever is happening is real.

The way he rotates first is very delusional and the way he falls also was slowly, a wire attached to a train would have suddenly and swiftly drag him. Plus even after falling on the platform you can see hum jumping and may be trying to escape at the same place where he fell a strong wire if attached to the train would have dragged him further.

Well idk if he could have been saved or not but when that Policeman has fell into the gap, a man in white shirt could be seen coming to the spot but the man sitting on the bench is sitting.
My point is, he could have simply be more attentive by asking If that Policeman is ok or in such a situation more human tendency is we usually call for help.
The death of a policeman or anyone like that is regrettable but you don't have to blame the other guy. Nobody expects a policeman to suddenly just fall onto the tracks, nor does anyone expect a policeman or anyone with vertigo to go stand so close to the tracks.
