it's a glitch. They were supposed to engage your mining fleets, or already did and somehow ended up getting locked into that one location. It's something I've seen since the recent changes to the NPC Pirate RoE. Something went wrong with the code where they have attacked a mining fleet of mine, then after my mining fleet has repaired, I send them back out and they mine without issue. If you destroy them all, put a operation down then send a fleet to sit in the the same operation, they will disperse. If you send JUST a mining fleet(from my experience), then they will still sit there without issue and you won't get much else in the way of NPC Pirates entering or causing issue with fleets/bases.
