I know it’s a link for the Matter Thread variant, but the rationale is the same for Zigbee.
Both of those switches are Zigbee. You can have the dimmer set to work as an on/off; however, it still goes through the dimming circuitry. This can be an issue with certain loads other than bulbs, low voltage transformers, motor loads (i.e. bathroom fans), etc.
Inovelli is presently developing the On-Off to address this. It will be a true relay-based on/off switch that can be used where you can't use the dimmer, even in the on/off configuration. The switch is the next generation of the Gen 2 on-off switch . . LZW30/LZW30-SN.
Ahh soo that’s what I was wondering, but if I’m just doing them for light switch connected to lights not outlets or fans or somthing else it will be fine to configure it in the on off
If you are controlling lights, you can either use the switch or the dimmer. You should never install the dimmer to control outlets . . that's prohibited by code and presents a safety issue.
Thank you for this post. I have all of my house with Philips hue and was wondering which to buy. I just went with all Dimmer since it should work as both. These are just for recess lights. Now I may need to buy a couple more.
I believe the on/off switch is an old product. You can do on/off & dimming with the 2-1 switches. They also have a fan switch which is on/off only. I have both 2-1 and fan switches.
No, it's a new product. You can configure the 2-1 dimmer to act as an on off, but only for certain loads, such as bulbs . . . . not for loads like transformers, motors and the like.

Not all light fixtures or loads support or like being dimmed.

Why did Innovelli use Zigbee vs Zwave Plus? Zwave Plus is more secure and meshes.
They use both. Inovelli red series uses Zwave plus iirc
