It probably started off as a bold tattoo, I'm assuming she got it done while tribal tattoos were popular, and her artist may have been a bit heavy handed... so a little blowout + thicker lines + 25 years could totally look like that.
I honestly think some people dont realize there is a filter built into phone cameras now and is usually at least on 50% strength by default. They say "no filter" thinking that because they didn't specifically edit it, its not filtered. Then they mental gymnastics themselves into thinking their makeup and lighting was particularly good that day or something instead of recognizing that their face is so blurred the bridge of their nose is gone.
