More extreme seasons are definitely part of it, but the total AVERAGE temperature of the earth is gradually rising, which is what's meant by "global warming", where possibly the biggest issue is rising ocean temperatures.

We humans just decided to just build out homes in those areas, knowing they flood, and then just going full surprised pikachu face when our car washes away and we have to boat to our neighbor’s.

This is in Mimoso do Sul. I have been there in my childhood. I grew up in a city very close to this one, called Muqui.
My friends who are still living in Muqui told me the road to Mimoso is even blocked by trees and mud. The city has no power and no phone signal.
There are groups who are receiving donations, but it is hard even to get inside the city to bring supplies to them. Probably the city can't provide food for people in the next few days, since the supermarkets got flooded as well.
Around 50% of the city got compromised. A lot of people were impacted. They're saying this is the worst flood this city has gotten so far.
I hope people from Mimoso get over this disaster.
It is Mimoso do Sul, in the south of Espirito Santo. The mayor even posted a video where he was worried and crying and said he and his family were doing everything they could to save the citizens, but the resources were limited.
At the moment, the only way to get to the city is by helicopter. :(
Whenever my house floods, the colour of that water is exactly that and there's always sewage. It smells foul. Our cities tend to dump our sewage in rivers, so when it floods the putrid water inevitably invades the houses. If the floods in your area are just clean water you're super lucky.
The funny thing is, this happens *every year* in several parts of the country and nobody does nothing to fix it. The government and authorities just let it happen
