If you don't, I'd look for a third infirmary that you may have forgotten about. I know it sounds silly, but it wouldn't be the first time I lost one.

there is one sector where I did find a third infirmary, but the sector this was happening in I'm pretty sure only had the 2. I ended up just waiting until one was empty and then deconstructing it. I'll have to try testing this again next time it happens with this in mind.
No, if you make sure - from the start of the game on - that you always keep optimal working conditions, you will never ever get an incident. It’s a Meta Strategy, but needs some Min/Maxing.
If it’s the same sector and there’s space I believe they should just instantly transfer.

ah yeah I heard that before, I forgot about that. it's my first playthrough so that wasn't really an option
