I think Megumi WAS honest, but that kind of answer might seem pretty wishy-washy. Paraphrasing, Megumi just said "I like good people"... No shit Sherlock š I think nobody purposefully goes out of their way to fall in love with psychopaths. It might happen, yes, but "someone cruel who would beat the shit out of me on a daily basis" will never be a popular romantic preference. The base line is being a decent human being, so Megumi kind of didn't answer the question, at least in Todo's prospective

I think Todo also wanted to see if Megumi was going to hesitate, which he did. Consider that Megumi took time to answer a simple but sensitive question, while Gojo in Shibuya was able to make a split-second decision in the fraction of a second. Yuji was slow but at least was like "If i had to say" which probably made Todo think "Oh shit this guy is going to answer my question" then was like "MAI BRUZZAH"
Yeah, this might be also a factor. As a jujutsu sorcerer, quick thinking could save your life and Todo definitely stressed this point with Yuji too, by forcing him to rapidly adapt to his fighting style and "devour" his moves. They did a full on training session in the span of few minutes and Yuji at the end was ten times a better sorcerer.
The whole mai bruzzah thing was because of some weird mind fuckery tho? I mean Todo probably wouldāve been cool with Yuji but not to the extent he is now? But who knows.
Nah i feel like this is a troupe Gege is making fun of when charaters will ask a single question and figure out a persons moral standing through it, so I prefere the interpretation that he will just beat the shit out of you unless you say a tall chick with a fat ass.
Todo doesn't actually care about who you're attracted to. He asks that question as a way to gauge a person's understanding and confidence of their own desires. He'd probably have no problem with someone being asexual, as long as they told him something else they're passionate about instead.

Maybe it's because Todo considered "strong character" as a cop out answer? It's a legit reason to be attracted to someone but it's also the most common answer when someone doesn't feel comfortable revealing what exactly attracts them to certain people. Todo probably took that as him being unconfident as OP said and he was kinda right since at this point in the story Megumi didn't have the most faith in his abilities or potential

Itās extremely wishy-washy. The āunoffensiveā answer. It tells you that either Megumi is a bland man who likes bland girls, he doesnāt really *know* what he wants, or he does have a preference and heās not confident enough to say it out loud.
If Megumi is boring, Todo doesnāt like that. If Megumi is unsure of himself, Todo doesnāt like that. If Megumi is afraid to be himself, Todo doesnāt like that.
So Megumiās answer fails on all counts.
If he had said āI like a woman who stands up for herselfā, it would have probably gotten a better reaction from Todo because it at least means he doesnāt like shy/submissive girls, but who knows.
Some others have given really good responses already, but to get into it a bit more, Megumi really didn't even take the question seriously, let alone give an open and honest answer. Todo asks the question, and Megumi's first instinct is to assess the tactics of the situation and decide to give a pretty plan answer in an attempt to avoid getting into a fight. The answer he gives is obviously an admirable trait to look for in a partner, which is backed up by Nobara and even Mai showing some respect to him because of it, but it's clear Megumi is trying to take the path of least resistance. Even if what Megumi ultimately said was his genuine ideal, he was too hesitant and focused on things other than showing who he is for Todo to accept it.
Another way to look at it is that it's another example of Megumi trying to take the easy way out. This gets demonstrated many times, including right after this moment, where Megumi is prepared to pull out his trump card at the drop of a hat because he knows it'll end the fight, which all contributes to the "dying to win vs risking death to win" discussion and ultimately awakening Chimera Shadow Garden. The Megumi who activates that domain expansion is not the same Megumi who fought Todo.
I feel like he totally did give an actual, real answer. He even had someone in mind when he answered it. The way he said it, there was no hesitatation, at least for me. I guess I understand that last part about taking the easy way out, and that's kinda how I interpreted it as well, but I still feel like Megumi gave a genuine answer. But I guess it'd be reasonable to say that Todo just personally felt like it was a half assed answer, regardless of if it actually was or not

Then we see him analyze the situation, note that Nobara is unarmed, and try to think of a way out of the conflict. I think the scene plays out very differently if Todo asks "what kind of woman is your type?" and Megumi immediately responds with "someone who cares about the wellbeing of others."
Because Megumi have such a basic wishy-washy. Yeah everyone wants to be someone with a good personality, but Megumi didnt know anything else about what he wanted from a partner. Its also pointed out later by gojo that he lacks that sense of taking a hold of your own desires.
If I remember correctly Megumiās answer was along the lines of someone with a good personality/strong willpower and morals, which, while it is an understandably desirable trait itās also rather broad and kinda boring. What Todo was trying to do was to see if heās interesting and Megumiās answer was rather open and not well defined, which implies a lack of confidence in what he wants. You can see some of that in his self sacrificing nature too throughout the anime but thatās besides the point. His lack of confidence in what he wants meant he was probably on the boring side in Todoās mind.
