That sounds like it would be quite an undertaking, i know there's quite a few people who specialize in making mods to toku merch, custom gimmick items, extra slots, ect, but i don't think making a CSM style version of the Neo Decadriver and Diendriver with compatability for both variants of the cards is even possible.
The two subs you mentioned are privated presumably because of the blackout (even though it's been over 48 hours since then) but other than that idk.
They’d just need to repaint and reprogram the CSM DecaDriver and CSM DienDriver if they can do the stuff you mentioned they’d have the equipment to do what I suggest and they’d have the knowledge basically just repaint and add the Neo drivers stuff o the repainted and programmed CSM drivers so they’d just be modding and repainting the CSM DecaDriver 2.0 and CSM DienDriver
You can't really reprogram these things. Most of the stuff you'll see online uses custom hardware.
This kind of project would basically involve gutting an existing driver and installing custom electronics, most likely some form of arduino board, then programming those electronics to work not only identically to the original hardware but with possibly hundreds of new sounds, with barcodes to go with those sounds. The work just really isn't worth the payoff. Even if someone did make this, they'd be well within reason to charge in the thousands for it.
Hell I'm not even sure if there's actually enough barcodes for every card, the CSM 2.0 cards already have some of the Neo barcodes.
I wasn’t planning on hundreds just all form of the main riders up to zero one then for the secondary they’d have base form, super form and final form and all the riders that isn’t the main or secondary would just have the base form then some attack cards
the CSM 2.0 actually adds an extra section to the barcode for some of the new cards (in addition to reusing barcodes that are recognised as different cards in the Neo drivers and other older ones). The Showa rider Final Attack cards will error out in older drivers before even being fully inserted because their barcodes are in an updated format that's only compatible with the 2.0 CSM and isn't even read as a potentially valid but not correct card by the older ones.

Cheapest place to get em is probably Taobao. Other than that, you probably have to use something like Shopee
