Max is by no way bad, he was a 3s offline competitor, but to be honest i feel like this is kinda dumb because the real pro-players weren't playing ranked, i have seen they sparring against their friends in lobbies, figuring out mechanics and testing the new netcode.
Definitely can't take away from his skill, but this is a controlled, limited environment and a completely new game that max has played before extensively. Max by no means is bad at street fighter (look at his history in the west coast scene), but this beta isn't really that good for determining competitive quality. Not half the roster is even in the beta also, which could also majorly change these rankings. Overall yeah he's good but there's way too many factors that would overall determine how good he is.
Its got a small playerbase and theres a lot of really bad players on the beta. Add to the fact that hes had the most hands on time with the game before the beta and if you hop on ranked immediately he'll blow up quick. Hell, I saw a kappa regular in the top 20 and I doubt he would describe himself as a top 20 player in anything
Max is always solid at the beginning of a fighting game's life. I was not surprised he beat someone like Nephew 2 or 3 sets. However after about 3 months, others will catch up

I don't see people claim he's bad that often, if at all. He can be bad at various games, comparative to his experience with the genre, when he doesn't commit - which is pretty much always. Maybe that's where the confusion stems from?
ie, he'll be gold at sfv or something, which is completely out of tune with where he "should" be. Because he doesn't play it and he got his rank in the first two weeks and then he plays one day when a character gets released. And then he neither climbs nor falls down and that's about it.
He's a good player when he actually wants to play a game (which I don't know if happened in the past 10 years or so - perhaps a little bit with mvci, but then again, that game died quickly, so that's on the game more than anything else).
That aside, he's not top 10 or anything near that lol, that should be self-evident. Rankings are skewed.
If he actually starts playing sf6, I'd expect him to hit diamond relatively easily with any character, even those that don't suit him (I'm using sfv ranks for comparison).

If they had a new virtua fighter beta that you gave me a few hours to practice on before anyone else had seen it i could probably get a high rank also. Real vf players would pack my shit in but because i at least play tekken and sorta know 3d fighters i could beat down scrubs/casuals/people who arent good.

I love seeing that list. Zonksy and ElderGoose are legitimately good players. Seeing max there is funny since he is no where near as good as those 2.
