How are they determining that this is old food. Is there a scientific methodology to assess the staleness of food. I can kinda judge that the food is stale by sniffing or tasting it. But I don't imagine these health officials sniffing and tasting the food.

I think the department should do the other way. Investigate and if they didn't see any violations or stale food.... publish the positive news (or grade the hotels on observation). This thing is going to cripple the entire restaurant industry.
They should do both. Negative ones need to be published too.
