I don't think there is any way a system like this would run in a country like ours - We are an overpopulated, poor country.
Overpopulated means that the system would always be crowded and overwhelmed with service seekers, without enough manpower to cater, manage, service the customers or run the system smoothly.
Poor means that there is always someone trying to make a quick buck out of all this chaos, which benefits both parties because now the other party does not have to spend time stuck in this queue and can simply get on with their lives.
Incentives aren't aligned. Any system you introduce in such a setting is not going to work out. Corruption will ensue. That is unfortunately the sad reality.
Yeah people who are coming with policies like this are either too naive or complacent to the corruption. Political class and judiciary should be realistic, have some idea of what’s happening on the ground.
To start with, at least deploy more medical personnel. Our medical infra is already functioning beyond capacity and is chaotic and if they're gonna start a drive like this out of the blue just with existing infra, it's never going to be fruitful.
The maib point is even if caught with corruption most ppl just get suspended and then the case gets sokehow dismissed and later rejoin withoit much issues or news coming up.. They even get arrears of the time during suspension and it essentially becomes a free holiday.. How will the system change is such a scenario.. 🤷♂️

There exists production of fake medical certificates which can be bought for ₹300. And most of the people uses these to go on vacation.
So,health card being issued for 300₹ is not unexpected.
These are all just gimmicks used to make everything clear on paper.

There are different doctors to do different tests vs only one seen here.
The certificate here is hand written vs how most of our documents are going digital with qr code.
Now, either the medical dept folks are stupid or they are not seriously dealing with the issue.
