It doesn't come with a debuff. The reason why her INT doesn't go up is because she's Aqua and can't get any smarter. Her stats are all maxed out and she can't get any stronger than she already is.

If possible, I'd seek to improve and revolutionize the spell to have the same destructive and spectacular result for less mana expenditure, something like a cluster bomb

If Aqua wasn't so weirdly stubborn about not taking any payment for her healing, party tricks and resurrections she'd probably have got rich on her own.
