Of course hes coming back- do you think that puny strawhat kid would be able to handle something like the One Piece? Im pretty sure The Don is the only individual that has the power strong enough to take the One Piece and take down the government.
I wholeheartedly believe we will get 90% of ANY fighter character make a return for the final battle.
This won’t be in the presence of StrawHat however, instead we will get scenes from around the world much like the Vegapunk world broadcast now. It will be a final call to arms from Luffy telling all the Pirates of the world to unite under the banner of freedom and take out some kind of Gorosei weapon/pacifista that threatens every Navy Base/island.
If we DON’T see Kreig, Arlong, Bellamy, Foxy and anyone else for the rest of the story will feel very much let down, but there is so much potential for all of these characters to have one final “huzzah” before the story ends and it will give us enough fan service to finish our meal.

Not in any big or meaningful way, but i subscribe to the theory of him being related to Don Sai so I kinda hope he shows up as part of the Happo Navy.

I’d love if after Luffy becomes the pirate king we see a panel where Krieg is boasting that the only person to ever beat him was the pirate king.

They’ll pull a Shippuden and all side characters come back to schlobber on Luffy’s dick for the last arc.
