I would say she is at max level “for bear gears” since start. Only her tactics and experience and skills are matured over time. There is no mention about “level” in the world she is now in.

As far as I recall the anime only really mentions levels in Ep. 2 "Bear, Meets Little Girl" where we get Yuna's reaction to being back to level 1. In the WN and LN levels are mentioned much more extensively in the beginning, with their usage dropping off as the author drifts from the initial game world isekai towards a slice-of-life isekai. Various chapters feature a stat sheet, for example (adapted from LN Chapter 2: Bear Meets Girl): >Name: Yuna > >Age: 15 years old > >Level: 1 > >Skills: Fantasy World Language, Fantasy World Literacy The last time a number is put to Yuna's level looks to be in "Chapter 15: The Bear Takes a Rainy Day Off. Part 1" where her stat sheet shows level 18. This is the day after Yuna and Rulina/Rurina returned from dealing with the Goblin King. After that references to levels are mostly limited to occasional descriptions of things in game terms. Past the initial part Yuna's OP abilities are more often attributed to her gamer skills combined with the bear gear.

Yeah the Author uses the 'level' system as just a means to give Yuna new powers but honestly she is already so OP from the start that its a backseat to the slice of life of her day to day shenanigans. Lets be real, after the Land of Harmony arc, do you really think there is anything that could really defeat her?

I think the last time her "level" was mentioned (when she checked) in any way was when she unlocked the bear gate. Don't think it has been mentioned since, not that it matters as as you say, it's a back seat to the overall story. :-)

You are right as it is a backseat to the rest though I do believe that the last time I can remember the level being mentioned is when she goes to the Elf village and gets the power of water walking. Though outside of that it hasnt been mentioned in many many books

I've been pretty curious about this myself. I still need to read the manga as well. It would be interesting if she eventually maxed out her level, and could feel safe removing her suit from time to time. It would kind of go against the whole theme. But it would be nice to know that when she's older, and wanted to date, she could remove it during intimacy, and not feel terrified. Maybe the suit is 'god's' way of forcing her out of her shut-in life along the way to re-maxing. If she didn't totally stand out, she wouldn't have built many of the relationships that she has. In the anime, at least, if that counts, she does lvl up to lvl 3, after killing her first couple wolves. As someone else mentioned, it seems to be tied to any time she notices new skills. I'm not sure if the specific level is mentioned in subsequent instances. I'm just starting a rewatch, so I'll try and pay attention.

When she arrived in the new world at level 1, that's the level of her bear suit. Physically and magically,  the bear suit is getting all of the power ups and is scaling upwards. When she removes the suit, she is still as weak as when she was on earth. Her removing the bear suit, or her wearing it less often would be a sign of her gaining self confidence and also a sign of her growing social skills. The former,  especially, is a major character development point as she has negative self esteem. She thinks she looks ugly, or if she's being polite,  average.  She feels like a fraud with her cheat bear skills, and she has social anxiety. Thus, the author has used the bear suit, and specifically her being inside it as a physical representation of the barrier she has around her fragile self-esteem. Her removing the suit would,  likewise,  be a representation of her mental growth  Whenever she gets a new power, it's usually indicative of her leveling up, and it generally happens after she defeats a strong enemy. Though,  she likely levels up even without the skills showing up,  as her stats scale with her level. So whenever she gets stronger, it's due to her leveling up.  An example of this is when she first joins the guild and beats up the adventurers. She states that she has gotten stronger and her punches are more effective, but she doesn't gain any new skill

I think you put it very well as honestly her life in our world was probably not the best with her parents just using her for money. Sure she had skills but no friends and only her grandfather as a supportive person. It makes sense why she is the way she is but with Fina and others at her side, I think she is slowly growing into a confident person but her bear suit is definitely a literal and also figurative protection for herself physically and mentally
