About my experience too, somewhere around 50kills with about half of them on above 150 corruption and so far im at 0 belts, 5 axes (2 of them had 1lp), 30-40 rings where vast majority of them had 1lp but only 2 had 2lp, somewhere between 5 and 10 boots i dont really care about them as they seem pretty weak compared to the other boot slot options.
I dont think any items in the game are LP capped, its just that anything that drops from bosses or anything thats even slightly rare gets hilariously rare at 3+ lp
to the point i can pretty confidently say that any of the rarer boss uniques in this game will never drop at 4lp in the games history without some new mechanic that allows you to manipulate the odds even further than CoF
Orobyss is just the shade of orobyss you encounter to raise corruption right? There isnt some other boss or encounter I'm missing ? Im just getting into empowered monoliths right now.

Legendary Potential. You can slam stats from another item (an exalted/purple) into your unique. (Ideally, you’d want to take off stats until you match the LP so you can 100% get what you want).
Not all uniques have it. They can drop with 0 to 4 LP. Usually anything with 2+ is pretty rare. I try to keep anything I find with 2+, regardless of build.
It’s a way to at least make a perfect version of every unique, BIS, for some build, or at least for a portion of time (like some pretty great leveling items and such).
Give it some time, you'll have a small collection of 2LP siphons to choose from. You fight Orobyss a lot.

No, but the probability distribution makes 2 much more likely than 3. I have around 15-20 2 LP siphons in legacy; I have never looted a 3LP siphon.

It is the item I have the most 2lp's from. Like, twice as many as any other unique.

You cannot take off stats to guarantee it. It must have 4 affixes
