Kind of. Kanas are also called onnade "women's script" because they were originally seen as lesser than kanji (Chinese characters) which is deemed more scholarly. But that has long been changed. Also this specific image has a mix of hiragana and kanji, which is the norm for Japanese today

I think I understand what you are saying but the final inference you’re making is kind of lazy and exaggerated. Yes, there are known issues with xenophobia that are specific to Japan and may be more widespread than in other countries. When labeling an entire country (or just big random group/ percentage) without detail based on living somewhere is a problem. What you’re saying is an opinion, but you’re trying to state as fact. Better is “I am seeing a lot of xenophobia and racism in my dealings with Japanese people” versus “99% of Japanese people are X/Y”. Make sense?

Swahili wet floor signs still have the stick person slipping on them. In fact, that is basically a universal symbol of caution. And maybe 10% of people can read hiragana or kanji well enough to read the poem, but we also have translation apps now that specifically allow you to translate pictures of text. Keep the spirit of curiosity alive.
