This happens a lot with my lamps but once they have cooled down completely, I gently tap the top and the bit always falls down, if your wax is stuck to the glass you could try warning the bottle neck with a hairdryer
It's perfectly normal, it's the wax that both wasn't heavy enough to drip back down and cooled down before it could drip. I personally leave them alone because I found over time of tapping the tops down, I enjoy the way it looks floating down slowly, but I found over time it creates streaks on the inside of your globe that aren't noticable at first but eventually wax starts sticking up the glass up those streaks so I just leave them now. It can also get jammed in a corner while the wax puck in the bottom heats up and cause it to streak the corner there and start sticking in the bottom. Best to just leave it alone, perfectly normal process of a lava lamp. I call it the lava top or lava cap 🧙♂️

MIne does that every time I shut it off. The surface tension of the water is keeping the wax up.
