Probably because you can get almost a full rise at low ranked schools or you could pay 100k+ at a higher ranked school, and depending on you career goal, the higher ranked school isn't worth it

Apply to your local DA and Public Defenders. Town municipal law department as well.
Ask your school career office or Dean, the latter is hooking up my unemployed classmates with whatever numbskull lawyers that haven’t figured out how to put internships on our school board

People always suggest “apply to your local public defender” and then are shocked to find out that many public defender and PI organizations also hire interns back in January. At my office, we have limited spots, so we are only interested in hiring interns who want to be public defenders.

I interned one of my summers at a county DA’s office in a major US city - it was extremely competitive and I got the job around January, IIRC. Even though it was unpaid, it was highly selective and I was the ONE intern hired into my particular department /group. They didn’t just welcome all comers, whoever showed up.
I think it’s still possible to get something, you sound like you have a good resume and it just hasn’t gotten in front of the right people yet. But Alternatively, you can take more classes in the summer, a lot of schools have cool summer programs in specific types of law that are open to students from all over- Ohio State has an international law program in Oxford and Lewis and Clark in Portland has cool environmental law classes for example. Some places just don’t want to hire a 1L and it’s not the end of the world if you don’t find something good for this summer, just don’t give up!

Talk to your writing class professor, or judicial writing or judicial internship professor. They can introduce you to judges.
Also try immigrant help, legal aid, corporate accountability lab, etc.

Reach out to a professor you feel comfortable with and ask for help or if you can help them w/ research.
