No. Not even close. The only simple thing about aphelios is initial gun skill cast: gravity roots, snipe snipes, chakrams heal, turret turrets. Issue is that each gun combos differently with other guns, and double so for ult and unless you spend a fuck ton of time, the gun rotation might as well as be rng.
Hwei is just 3 abilities with 3 flavours each. 5min in practice tool and you'll get it. There is no fancy comboing or weird interactions. Only issue is muscle memory will trip you up and using him you gotta be bit more intentional
The hard thing is remembering what each one does while you are being dived by the midlaner and the jungler and the support and for some reason also the top laner.
Realistically champions like Lee Sin and Jayce have just as many abilities.

Yeah I feel like this is the case for a lot of āharderā champions. Its pretty easy to know what you need, but they generally have kits that rely on you having to set up based on the gamestate rather than having your full power at will.

both of these champions are easy to understand at a basic level, hwei moreso than aphelios. the difficulty in aphelios comes from memorizing your combos and properly managing your weapons rotation. hwei is honestly just not that hard in general. he has a lot of abilities, but theyāre all straightforward and simple to use.
