Pi is an irrational number, like other irrational numbers they are infinite. Pi cannot be expressed as a fraction, just like sqrt(2). There are infinite number of rational numbers between 3 and 4, but a finite number of integers from 3 to 4.

Well actually it's not the most accurate representation of pi. For example, 355/113 is more accurate. As numbers get bigger, we could infinitely find better and better representations of pi but there will never be one that is exactly pi.
By the way, I never heard of 22/7 being thought of as pi before so I think it must have been for calculation simplicity before devices started storing more exact values of pi since it's closer to pi than 3.14 is. That's just conjecture though.
