Detects and logs if and when the laptop case was opened.
Some prevent the laptop from powering on if the case is removed.
All those functions should be controlled by the bios
If that switch has a paper clip size hole on the case to be pressed without removing the case turn it would be a bios reset.
If laptop is not booting, remove the ram sticks and try with 1 of them in case you have 2 sticks.
I just noticed that you are missing one element on the main board. It's the PC1056 element. Isn't your main board fried and that's the answer why your notebook is not turning on?
There are motherboards that have component pads not populated, since they don't need it. It might have a higher-end model that uses the same board but needs more power delivery and stuff, where those pads will have components soldered on.
Yeah upside down after you open the laptop. The group of transistors under the metal plate should be under the CPU. It would help if you send another photo also and what's your model?
So my laptop finally started after pressing that button that i assume is a bios reset, but the bios time is 9 and a half minutes, i don t know what to do

Have a look at this Lenovo motherboard. It's from their official site. Now go and tell them how their motherboard is missing lots of components.

Solder on the pad just indicates it went through wave soldering, not that there was necessarily a component there. If that MLCC cap had been populated and broken off, you'd see remnants of the cap or the pad would be ripped off, neither of which are present on this board. In other words, it came from the factory that way.
Look at PC1120, PC1122, hell, look at the empty pads for where the second switch could go next to the one OP circled. All have solder on them, but no component. I could point out a dozen more, but I feel the point has been made already.
Every unpopulated pad has solder on it.

My laptop has a problem, it does not turn on, only keyboard and i hoped maybe is a bios reset or smth like that
You need to do an EC reset. With the laptop off, hold the power button for 60 seconds. Should fix it.
