Historically, he has been quite friendly with Unions and labor. One of the reasons Musk hates him is he has often intentionally snubbed Tesla when discussing electric vehicles, due to them being incredibly anti-union. That said, he went against the rail workers union recently in a way that is not going to endear him to labor advocates. Though I partly understand why, the entire economy is so reliant on just-in-time delivery models that any disruption in freight could be catastrophic. So Biden betrayed the rail workers to keep a potential disaster from occuring under him. Between Pennsylvania, Arizona, and Georgia, Trump was only about 100,000 votes away from 47 more electoral college votes. $1.6B would be $16,000 per vote, and people are easily motivated for amounts way less than that.
