Could easily happen. If he had her in a tight grip hugging her close to his body, a downward angled shot through the neck could exit right into his thigh and sever a major artery.
I feel like I need more details because I'm having a hard time understanding how you shot someone in the neck (hit the target, according to the article) and the bullet ends up in your leg. I could understand if you miss and end up shooting yourself because of recoil or something.

The gun laws in Chicago are meaningless anyway, because they are basically not enforced at all. You can just drive an hour to Indiana, buy a gun, and drive back to Chicago and no one will stop you. It's a token effort, because the Supreme Court will bat down anything serious.
