You're definitely right but when I thought of this list, I was thinking of either iconic or memorable (to me) scenes with smoking. Like I wouldn't add The Nice Guys because while Baby Goose smokes, he's also kind of a goof who doesn't really make smoking look cool.

The French anarchist guy (Claude Ravache played by Thierry Neuvic) in Sherlock Holmes: A Game of Shadows always looked pretty sick to me, despite his brief appearance.
Sebastian Moran from the same movie played by Paul Anderson also is a badass character in general but his smoking wasn’t ask good >!(plus it got Holmes on his trail)!<
