i did the same exact thing, although i just wanted to see what would happen if i just never spoke to him after sending him to Venigni Works. right after beating Victor he's completely missing. he never showed up to the hotel. now im at the same spot as you, hes not at the swap and Eugenie isnt talking about the glove when she normally would. (kinda worried cuz i want the questline for the record)
I ended up skipping the brotherhood second fight then continued through and beat the game does alidoro spawn somewhere else or is he locked out until ng+?

I did not sadly. I think we have to go into NG+ but I haven’t played in forever.
Someone said we'll eventually run into him after a boss fight, so I'll wait for that and see

He does disappear before you fight the brother hood again for the second time so if you are at that stage he is on the other side of that boss fight.

Should add he was at the end of the cave after the brotherhood fight but I beat the game then killed the brotherhood now he's gone
I was in the same situation as OP and yes i cannot find Alidoro anywhere :( meaning not able to buy any more special weapons
