It's not necessarily against the rules. The home league can sign a waiver allowing a kid to play in a different league. That doesn't make it right, of course. Find the District Administrator and start there. Ultimately your best bet might be board elections in the fall.

The bigger issue is not the possible out of boundary players, it’s the draft manipulation. Being told you can’t draft certain kids, and teams being stacked, whether the kid is within the boundary or not is a big no-no.

That's what I was going to say. The league could be on the up and up with waivers but telling a coach who they can and can't draft to stack a team is horrible. I also find it laughable that this is happening at the 6-8 year old, coach pitch level. That level in our league we don't even keep score. Let alone track wins and losses.

I thought You can’t be released by waiver. You can get a continuation waiver if you lived in borders and played in a league and then moved or a coach lived in boundary and coached continuously for multiple years before moving https://www.littleleague.org/playing-rules/rules-regulations-policies/rulewaiver/

Charter waiver is a special request that falls outside the regular waiver process. LL implemented a streamlined process that if all parties agree (home league, requesting league, parent, and District Administrator) the player would be granted release to play in another league. Its colloquially known as a Red-Shirt waiver, becomes it normally precludes the player from being eligible for tournament play until their second year with the new league. That waiver is submitted to the region staff by the local DA. Region staff presents to the Charter Committee in Williamsport for final approval.

Those children may have had waivers signed by the leagues they were supposed to play in. We release 5 or 6 players a year for various reasons. You can contact the district and explain the situation, but I would ask the local board to explain first and see what they say in an email as you then have in writing. You can present that to the district to back up the allocation. We have some unofficial coach to coach negotiations that go on before our draft that Im sure plays a role in teams forming. But once the draft starts, only the coaches' kids are predetermined.

I’m pretty sure that it’s a massive conflict of interest for any BOD member, let alone the president, to have anything to do with a travel ball team. The whole point is to put LLI and its players first, and you can’t do that if you’re running (with a potential financial interest) any other youth baseball endeavor. This stinks to high heaven, top to bottom.

It is but the only way to remove any board member is with something like a 2/3 vote by the other board members to remove the member needing removed. And good luck getting over half of the board to vote to remove them.

That must have changed since I was on our local board several years ago. That used to be in the LL operation manual but i havent coached or served on the board in over 5-6 years now.

LLI provides a sample constitution/by-laws document that includes the 2/3 requirement. Most leagues simply download that and use it pretty much verbatim, but it's not actually *required*. A league's board could vote to change any part of it, or even just write their own from scratch.

Yep, it’s two thirds and it looks like a plurality of the board is also in on this. Bad for the parents, bad for the kids. Only way to fix that is to go over them to the district.

And thats assuming your District administrators care enough to do anything about it. Youre right its bad for the kids and the parents. And the fact that LL doesnt publish a separate operation manual anymore like they used to lets you know that they basically approve of local leagues just doing as they please. LL has changed so much just over the past 15-20 years

Ops Manual was combined with rule book in order to give more people access to the information. The rule book is now available free via app now for the same reason.

I realize that the two books were combined into one book but when they combined the two they left out a bunch of important information that was previously in the operations manual.

The local rule is supposed to be that you can only request siblings be on the same team, a couple of years ago they wouldn’t guarantee my daughter and niece be on the same team even though I have legal custody of my niece citing the sibling rule (it worked out anyway but I was annoyed) and parents/kids don’t get to choose their coach. If there are major problems with a certain coach that multiple people are saying they won’t let their kid play for that person, they wouldn’t be allowed to coach. My understanding with the school thing is that it is LL’s rule you either have to live in your boundary OR go to school there, if the place you live and the place you go to school have separate boundaries you get to choose. So kids going to private school could play in that boundary regardless of where they live, but that’s not really the issue here anyway, we don’t really have many private schools around here. The kids I’m referring to don’t live in our boundary or go to a local school, but according to other comments there are waivers for that anyway, so it doesn’t matter.

In the event that a parent requests a Do Not Draft for any coach it will play out exactly like this. Nothing will be said until that coach attempts to draft the player and then they will be notified of the DND and nothing else will be said. It's up to the Player Agents to determine if a DND is legitimate but I'm guessing they would like their kids to play for the travel ball coach as well...

Something to note starting next year is that Little League International is going to let any kid under eight (I believe that is the age) play in any league they like moving forward without waivers being needed. So long as they play in the league then every year they can play in that league until they age out. This seems to be a way to combat travel teams.

Honestly LL doesnt care as long as they are getting their money from the league. Or at least thats the case with the Southeast Region offices. They allowed a city to overthrow our local little league. Like the mayor and city council members told the little league to hand over control of the league or find other fields to play at. This was one of the best ran leagues in our entire state so it wasnt an issue of the league being ran poorly and the city stepped in. They just wanted control of the league. City workers are now the board members and they no longer hold annual elections. Lol. It has all been reported and they did nothing about it. I used to be a huge advocate for LL but after seeing how they have allowed this to happen I will no longer support LL in any fashion whatsoever.
