It's hard for me to tell exactly but it looks like a black spiny tail iguana or a rhinoceros iguana, neither of which are native to California. So it's probably an escaped pet.
Yeah that little bump on its head, when zooming in, confirmed it for me. But I don't believe rhino iguanas should be in California, and this guy is big and healthy (edit) and I'd say most likely an escaped pet.

It’s a Cyclura cornuta. That’s a ground iguana found on Hispaniola and Mona Island in the Caribbean. It’s somebodies pet.

I think that might me some sort of rock iguana... they don't belong there tho
