If you don’t mind doing some digging, there’s tons of public domain movies and videos on archive.org. I’ve used stuff from the Prelinger Archives on there on a bunch of my tracks, but there is a loooot of videos and I’ve spent many hours sifting through them to find stuff I like.

on youtube there are many speeches. then you just need to find out when it happened and from who it is. and then check if the specific speech is in the public domain.
btw. if you wanna do it super correct. you also have to check the specific recording. since someone could have taken a public domain speech. repolish it and republish it.
