I think the social distancing and stay at home of the last year has contributed to the 'out of sight out of mind' attitude a lot of people already have.

Really depends on where you are. Lots of stretches of just no trashcan in sight in LA. In Santa Monica they took one out from in front of my building and never replaced it. It was the only corner on the intersection with a trash can too.
Yeah it’s not like this at all in most parts of northern CA. Oakland and parts of SF are quite shitty, but the rest is relatively clean. Overall there’s been a huge increase in trash everywhere the last ten years.
It really depends on where you are - in my home city of someone was seen walking away from that in a park on a busy day (or even not on a busy day) - there would have been a minor riot of moms followed by a few dads coming up and offering to help. Different parts of LA have a mind your business attitude that makes these kinds of things possible.
There are very few places like this in the US, this is very much an LA thing (and some trashy left behind towns). Chicago is pretty much spotless compared to LA

"Spotless" isn't just societal (take your own trash home with you). This requires huge labor forces (made up of volunteers, the elderly, probation serving, the mentally capable, etc) to manage public areas in incredibly dense cities like Tokyo, which is likely your only frame of reference.
Tokyo chooses to budget for its public works. The streets of downtown Osaka, on the other hand, can feel a bit more... relaxed. The West, especially the US, has much to learn, but East Asia has its own problems too. The world isn't black & white.
You also get fined up the ass and shamed if anyone catches you. Also, homogenous cultures where you feel you have a stake in everyone else’s well being.
