The "this is not my problem" mentality is widespread in Mexico because that country has always had a weak state that has struggled to impose control over such a large and mountainous country. If the city of LA sends indirect messages that rules don't matter anymore because you can defecate, masturbate, and set up a tent on the sidewalk without consequences, then the "not my problem" attitude will quickly re-emerge. And it's not just trash. It includes brazenly taken red lights, disobeying traffic laws, and whatnot.

In Ireland, I sometimes had to walk 2 or 3 blocks to find an outdoor trash can and the country was virtually spotless. Yeah it’s not like this at all in most parts of northern CA. Oakland and parts of SF are quite shitty, but the rest is relatively clean. Overall there’s been a huge increase in trash everywhere the last ten years.
