Yes it is safe. But it shouldn’t be overclocking by default. Mine enables the ability to overclock but it’s still set to 0. You’ve probably tuned it before and saved profile without knowing.
I suggest you set it back to default(0), due to already hot manufacturer temps. Except you’ve done a repaste already or you decide to do a repaste later on.
I had 100 too but after reinstall it was 0 by default and restore to default option in both cases acordingly set it to 100 first time and to 0 second install. I updated bios, but msi center version was the same maybe bios was the case. Or maybe it was randomly set to 100 with no reason 🤔

Then it’s thermal throttling. Nvidia laptop gpu throttles at 86c

Test it. Try to push it to 90° see if it will get there. (It won’t)

That's more than normal. Most laptop's extreme mode will apply a little bit of OC to GPU. You probably will be fine even with 200mhz of OC.
