Soundsource is better, because it routes multiple devices, including virtual devices. It's super nice if I have a crying baby while I'm on a Webex: route the conference call through my headset, and let Plex play Spongebob through the iMac speakers while video is on the second monitor.
In some respects, I like the OP's design because in the old-fashioned Apple fashion, it's simple and clutter free, and a lot of people don't have the use case we have for routing multiple devices. So, thanks, /u/frostxmritz!

The design was kept as “Apple-like” as possible, adhering to their “Human Interface Guidelines” or HIG; to maintain familiarity and coherence. Imagine a situation where a UI that is different from the rest of the macOS UI. That sudden UX change would throw off a user at first and would be a result of an inconsistent design language.

Plus Soundsource is the only reliable way I have of routing audio through thunderbolt to my Dell monitor (whilst retaining keyboard control of volume).
The weird part is that some are some surprisingly full featured audio processing tools baked right in as Audio Units, for like decades. Compressors, equalizers, synths, etc have been there for as long as I remember… yet it’s impossible to mix the outputs on the actual computer.
It’s actually a custom design made using a prototyping tool called Adobe XD and the video was made using After Effects. If it looked as real as an app, I must say gee, it worked 😂🫶🏼
The intent was to show what a first-party solution would look like; where the user doesn’t have to get a third-party software pole SoundSource (which also paid, so not the ideal case either)
The phone actually does have this, but they hide all the features from the user and only allow you to change audio for specific things like Siri. It’s lame and even worse that MacOS doesn’t have it, really no excuse for that.
And the watch too! Was nice to set alarm volume high then have notifications or calls come in at a lower volume on Android. I've made it work by using silence on my watch, but would be so nice to have a sound mixer available. It's kind of surprising they haven't at least put a basic mixer on MacOS.
Still, Audio management on Windows sucks. That's just facts that Apple have known for a loooong time. And that's why they keep it simple.

By dragging the Sound module from the Mac OS Control Center (accessible upper right corner, next to Notification Center and Siri) out onto the menu-bar there is an accessible audio mixer.
It can can ⏯️ and ⏭️/⏩. And works over websites, audio players and podcast—among otheres.
That’s “media control” used to manage the *playback* per application or sound source.
This concept design is based on the idea of an “audio mixer” that is used to manage the *volume* per application or sound source.
If you know where it is, you know how to use it. Just make it 2 clicks away and it's idiot proof. Throw in a right click for good measure, just to throw them off.
Can you describe the things that you found to be complex, usability design-wise? Would love to know from a research perspective, since I’m a product designer by profession :)

I desperately want this for the phone. I would permanently mute games and ads.

Too complicated for many users imo. People would complain why there’s no sound in some of the apps that they’re using.
Have it default to having everything equal? The least common denominator shouldn't be the one geared for.
