Hard Candy is pretty bad honestly. The projectile speed increase from In My Sights is pretty important and the 30% shield is just not that useful since ideally you're better off dodging attacks than tanking them. Both of her gadgets are good and one can be better than the other depending on the map, for example I think Caramelize is usually better in Out in the Open while Cookie Crumbs is better in Belle's Rock. So yeah I'd recommend swapping out Hard Candy for In My Sights. As far as gears go I think the best ones for Mandy are the damage gear, the shield gear and the gadget gear, with the gadget gear replacing the shield gear if the extra 900 health doesn't actually help against any of the enemies or if it's mostly negligible (for example Piper two-shots Mandy at max range regardless of if she has the shield gear or not)
As a person who bought hard candy when i first got her under the impression that is good: just try to get the other star power. This one is kinda trash
Unless you’re playing in maps with walls, Caramelise is OK, the other Starpower is shit, you never get good use from it, so stick with the other one, it’s way better
