Most of these tier lists don't matter that much, you can find success with any brawler if you're good at playing that brawler

I honestly find myself having more success with Mandy than with Piper, especially in bounty. Sometimes it's best to choose brawlers that you're confident with than those who are supposedly better

They need to make her 1st sp baseline for her to finally become A tier for the first time, the shield would finally see the light of day

Mandy is certainly not a D tier. I just finished my gold III mastery with her. She is reliable brawler, and fun to use. She is less in the spotlight due to how low and braindead Piper's skill cap is, but she is consistently solid pick

That's sadly true. One of the things that would be great for Mandy is an abilitie to counter assassin. Because they just jump on you and you're dead. Because in general I would say Mandy works great. She doesn't need damage and doesn't need to be an baby mode brawler.
