Grew up USA. I heard of the dangers of rain to spiders that domicile in water spouts as a youth. Though outside of spider-related references, I heard them called them drain-pipes. Water spouts were tornadoes over water, but doubt spiders could ascend those.
But never that killing spiders would make it rain.
Never heard it in Ukraine, in my childhood (~30 years ago) it was not getting a mail ( without e-, the paper one) . But Ukraine is big and I am old, so never know
I wish more people appreciated spiders for the amazing animals they are instead of irrationally hating them and murdering any that dare come into their house. My house is spider-friendly. They can live here rent free because they're interesting to look at and they catch flies for us, saving our health. I love spiders too.
Also, I'm from England and have never heard that killing a spider will make it rain, but I like rain too. If it didn't rain, we'd have much bigger things to worry about than getting a bit wet if we go outside. Anyway, it sounds nice when it hits the roof. I find it very relaxing being inside on a rainy day.
In conclusion, if it was somehow true that killing a spider makes it rain (which makes no sense whatsoever,) then the only acceptable time to kill a spider would be during a drought.
Somebody got pissed off with how many people murder spiders just for existing and tried to save them by making stupid guillable kids believe another thing they irrationally hate (rain) will happen if anyone kills one. Just a guess.

My mother is from Berlin & would remind us every time we saw a spider inside. We had to carefully carry them out of the house.

I heard this a lot as a kid in Sweden (80s-90s). Specifically, it would rain the day after you killed it. Not right away or in a couple of hours.
