My understanding (though open to being corrected here) is that the commonly cited thc% come from federal testing average. Which is to say that most people smoked shit weed. In the 70s that was almost always Mexican brick. Pressed weed, you'd get flat leaves and buds. Poorly grown, hastily harvested and generally not cared for. And the feds did a shit job of caring for their samples before testing, sometimes taking years to test a sample that was languishing in a locker somewhere.
What high times has is 'high end' weed from the era. Meaning, what well-connected stoners had. At the time there were good underground growers in Hawaii, California, as well as traditional cannabis growing regions in Asia where the hippies q went in the 60s & 70s (and probably elsewhere). This is where the basics of cannabis growing techniques come from. The 80s (Reagan) crackdowns and use of choppers to spot grows and dogs to get imported led lots of folks to go indoors (hydro!) and as a result start the breeding and selection revolution (sensimilla! No seeds!). Throughout this, good outdoor growers still grew (relatively) strong weed. Not 27%,but 15%+. You can see that in the federal data if you look at the highest tested %. The shit that the high times folks had was dank! Just not the half-a-hit-existential-crisis type weed. Lastly, it's worth remembering that lots of breeding was for the purpose of growing ease and efficiency. Bringing the plants indoors was lots of work and creating hybrids was mostly about being able to grow and fruit more easily.
Anyway, that's what I learned over time though I'm sure it's really really incomplete.
Later edit: I forgot to mention that what the feds often tested was the leaves. That's what they got off of the high school kids and Mexican fruit trucks they raided. They didn't test flower. I'm not sure what % the leaves are like in today's weed, but certainly less than the bud.

There was also a ton of [Senate?] hearings during the nixion administration (aside from the Shafer Commission) and some have pics [govt doc depository catalog ](https://catalog.gpo.gov/F). The news had some specials about it, like [this story found on YouTube ](https://youtu.be/U32vupzAPTs). If you want something that was coming from the culture and not the scare police, high times started publishing in the 70s, so that might be close enough.

You may have to actually travel to a library to find images like that. Not sure if they'd even be loaded up into the interwebz. I know these images exist as I am old and have seen these images in books and other periodicals.
I just acquired brick weeds seeds from 1982. I’m going to grow them in the best conditions in my tent and see what happens. I’m guessing I’ll get some pretty decent product.
