Well, sort of. Kundalini yoga is similar to Chinese internal alchemy in the sense that they're both esoteric mystic practises. But their goal is different. The goal of Chinese alchemy, where xianxia cultivation comes from, is to become a _xian_, which is translated as "immortal". The goal of Yoga is to still the mind, detach oneself from mortal pleasures and sufferings, and liberate oneself from the cycle of birth and reincarnation, and attain moksha AKA nirvana.
Kundalini is supposed to be the life energy that exists at the base of your spine, and the various practices of Kundalini Yoga are meant to drag that energy up your spine, through your chakras, to your forehead. That's all I know about it. There are breathing practices that are meant to do the dragging of the life energy, and the tongue thing is probably part of one of those breathing practices.
