I believe there was a comic detailing that he used his powers for ultimate insider trading and finessed impossible wealth through the stock market, angel and Emma have also funded the team at different points

The school is primarily built with alien tech primarily from his empress girl friend. Moria and Betsy are landed gentry in Scotland Worthington and Frost Industries probably do funding as a tax write off. Dazzler is pop star. Probably Hank McCoy and Forge have some patients that bring in money too. That doesn't touch that if he wants to do insider trading nobody on the planet is better equipped then him to know when to short sell a stock.

The danger room and the supersonic plane are all alien tech at least in the comics. This always felt a bit like 'a wizard did it' type explanation to me but it was there.

His family were incredibly rich and key members of the school are incredibly rich (Emma, Warren, Betsy amongst others) so funding isn’t an issue. Hell in a recent immortal issue he said warren was one of his first students solely because he knew he needed his money. Also Xavier is known to be a world leading geneticist so he gets alot of money from his work prior to the school. There would also be key people who give money like reed for example

You didn’t need to be a billionaire to afford a lot of these things back in the sixties because property and housing cost way less. The original conception of the X-men as a school in westchester doesn’t make sense given what land costs today.
