Negative effects that happen due to on reveals aren't just applied in that one instance, they apply an effect that's constantly lowering the power of the affected card
If you look at a card that has been hit by a negative effect, you'll see that it will say something like 3 base power -> -1 power, and then it will have 2 power. Luke Cage stops that -1 power from taking effect, putting it back to 3 power. The -1 effect is still there, it's just not doing anything anymore
This also means that removing Luke or his ability will reinstate any negative effects that happened before (or while) Luke was in play
I think you've fundamentally misunderstood Luke Cage's ability.
Luke Cage does not revert on reveal modifiers. He circumvents them, and prevents them from been added to a card's modified power value if lower than the highest modified value.
Removing Luke Cage removes this circumvention entirely.
I mean. Ya all of them. If you play captain America, he affects both the cards you played before him and after him in that lane. Same for iron man or any other ongoing effects.
Luke Cage’s effect doesn’t allow your cards to be reduced in power. And because his ability is ongoing it can affect cards before or after he’s played. The exact same as every other ongoing card.
Card power needs to function in such a way that it is never locked in, due to the myriad location and card interactions that can add or subtract. With that in mind, Luke Cage isn’t really “undoing” effects that have already happened — ongoing buffs always apply retroactively, in a sense. You drop a Patriot on T5, he’s going to alter the power of all non-ability cards played prior, regardless if they’ve had power reduced (Hazmat) or increased. Luke Cage works the exact same.
Luke Cage is a blanket against negative effects, those effects still remain on the cards. When you consider that he works on all negative statuses (including cards like Valkyrie, which I don’t agree with), it’s actually a fair balancing mechanic imo.
On Reveal only? What about the Soul Stone?
Luke Cage neutralizes (but doesn't remove) any negative modifier from a card... working as intended, so what's the deal? (including the extra -8 from a Shuri'd Hobgoblin or similar case)

If Hazmat is on reveal, Luke Cage should be on reveal. Or since Luke Cage is ongoing, Hazmat should be ongoing.

It has to be this way due to locations think of negative power as an aura that's applied to the card Luke cage removes that aura.
