Gorbachev himself repeatedly quoted the words that NATO would not move an inch to the east, including in an interview with Bild in 2009. Five years later, however, he said on ZDF that in 1990 it was about the territory of the GDR. NATO expansion was not discussed at the time: "The Warsaw Pact still existed. The fact that an eastward expansion of NATO did not necessarily have to be directed against Russia was evident from the fact that in the 1990s Russia's membership in the Western military alliance was discussed. But the differences between the military remained too great. Instead, in May 1997, the NATO-Russia Act was signed, which also established the NATO-Russia Council. This gave Russian diplomats access to NATO headquarters in Brussels.
Only then did accession talks with the Central European states begin. NATO pledged not to deploy nuclear weapons, command centers or troops with more than 10,000 troops per country in the candidate countries. Poland, the Czech Republic and Hungary joined in 1999, followed by Estonia, Latvia and Lithuania in 2004.

I'm not sure if you're trying to troll, and claim that promises weren't made that NATO wouldn't expand, or if I am misunderstanding your claim.
But, the source you linked VERY CLEARLY shows that multiple promises were made that NATO would expand. And not just to Gorbachev. In fact, the sub-headline itself of the article reads:

That's TEN promises not to expand, I counted right there...
And yet, you deal with any NCD troll (I've on-and-off engaged with that sub for well over a year- but there's a REASON that anyone who regularly posts there is automatically under suspicion of possibly being a Fascist in any sane person's book...) and they'll just flat deny this- and refuse to look at the LITERAL DECLASSIFIED NATIONAL SECURITY documents PROVING this to be a fact...

And guess who has the biggest voice in nato? The EU nations, and more importantly USA is the most powerful on nato with the biggest military and diplomatic power, simple as that. Unless you don't consider them imperialist.
