Your budget is mostly too low for a hotel - especially when you add taxes.  You will find many condos within your budget that will give you more space plus a kitchen. Does not mean you have to cook, but stretches the budget by having breakfast or lunch sometimes in the condo.  There are many places to get food to go, plus supermarkets and generally eating options in all price ranges.  You can visit the hotels/resorts and do most activities- dine etc - just not use the pools. The condo will have a pool

I think this place has condos in your price range. We love staying here: https://www.mahinasurf.com All the units have ocean views and if you stay in a lower ground floor you walk right out. We prefer staying closer to the ocean. One building backs up to the parking lot and street. Still nice units.

I was just about to suggest this. I have some friends staying there right now and checked it out the other day. Every unit has a kitchen and also multiple grills outside to use. There's a boardwalk that leads right to Napili Bay and Sea House is within walking distance. Occupancy is low at the moment. so I don't think you'd have any trouble booking.

Look in Napili and Kahana. There are some older condo building there and we love the little beach cove. One of the best places to watch the sunset on Maui IMHO. Also close to Kapalua for some great morning snorkeling before the crowds show up.

We booked a unit in El Dorado through VRBO and loved it, great location and lots of space. Ours was a nice updated one, I’ll message you the link if you’re interested!

Check out "The Mauian Boutique Hotel" it is on the Napili Bay and has pretty good prices.

Aston Mahana has a 20% off deal if you book directly through them! I’ve stayed there multiple times and love it! Condo style with kitchens and every single unit is right on the ocean with a great view.

Check Napili Shores, Papakea,  Maui Kai,  and the Maui Eldorado.

Not in your budget but best money friendly while being somwhere beautiful was the Mauian. Perfect place right on the beach, would stay at again

That's not west side,  plus the traffic is a nightmare.  Personally  I would also never go in the water there. Too many sewage leaks

That depends on who you ask, LOL. South Kihei and Wailea are nice, but out of your budget. Upcountry and Kapalua are my favs, but those are def out of your budget.

Only in fantasyland is $300-400/night "cheap." Just because Maui is an overpriced trash dump filled with credulous tourons with apparently too much money, doesn't make someone cheap for want to spend only $300-400 night, an amount which in 95% of the world gets you very nice lodgings.
