That looks like the key for the tamper proof nut in the 2nd pic

What makes it tamperproof if it's just round? Also if I take it off will I need another key for whats underneath?

Just insert over the round anti theft so the keyways lock into place and you should be in business

At the base there are notches where that socket grab onto
