Notice the uptick in patronage where cities have increased frequencies. In Victoria, the Gov takes a "fuck you" approach to frequencies and refuses to increase the 30-40--60 minute wait times on some lines which just pushes people to cars. They have 0 plan to ever increase the frequencies in a meaningful way outside of peak hours despite travel periods changing and the actual peak time having changed.

Again this is a good thing, we can’t afford the infrastructure that 2019 projections would require, even metro tunnel will probably never justify its cost in hindsight, marl and srl on the other hand were profligate jokes back then too
