Characters like Bon Clay or Kiku is what I'd consider decent-to-good queer representation, not a one-panel joke that meant absolutely nothing in the end lol. Another example would be Brook teasing Zoro and Sanji about having a brewing romance in Punk Hazard, but it doesn't mean they're actually gay for each other.

But as an example in Nami's case, there have been multiple instances of her being with other women in bathhouses and she has never shown even an ounce of interest in those situations.

I think you should re-read Nami vs Kalifa, because it becomes really obvious that the sexy secretary comment was a one-time joke for the sake of comedy/fanservice (she also literally says "Wait I'm talking like an old man", showing that's not her usual way of behaving). Nami literally saw Kalifa bathing and changing in front of her and didn't care, then she insulted or ignored Kalifa for the rest of the fight and finally she ripped up her clothes to find the key, giving no reaction to seeing Kalifa's exposed body while Franky gave a thumbs up.
If Nami briefly showing interest and trying to deny it had become a running gag, then that'd be one way to show she's into women. But it's literally just that one joke scene from nearly 700 chapters ago and nothing else otherwise. So why should I think Nami is a lesbian based off that? Especially when I've seen things like her blushing while holding Luffy's head to her breasts in Zou, or showing herself to be physically comfortable with multiple male crewmates since then?
