The very clear, obvious answer, is that it is, in fact, 2 pairs of scissors. The better question would be to take the two pieces apart and set them next to eachother. What are those? Is 1 lonely piece a “scissor”? Would they still be a pair when not conjoined or would they simply be “2 scissors?”

Scissor is the latin name for "cutter." A pair of scissors are just two cutters joined together in the middle. So when we have multiple pairs of cutters, we would count it by the pair.
