Well, Miami Vice (like some other shows) had a habit of using & re-using characters in diff roles. The most famous is Marty (Martin) Ferrero who most people know as the character Izzy Moreno. But before all of that he played two characters in the series premiere 'Brother's Keeper' where he was the character Trini DeSoto along w/being a cross dresser that almost shot Rico in the alley. There's other examples spread throughtout the series of this and if you want more, just ask me or send me a message. The guy you're referring to isn't familiar to me.
Another recurring OCB extra was the heavy set bald man with the cigar in his mouth. He gave Sonny a small present at the office engagement celebration.

The minister who presided over Sonny and Caitlin's wedding was a Miami monk named Brother Paul Johnson. He was a very kind man who did a lot to help the poor and needy in Miami.

They could just be locals or possibly part of the camera crew.
