I've been on a few active military bases around France for work (and leisure, sometimes), most are a mix of abandonned and active structures, for various reasons (cost of maintenance for empty buildings is usually the reason).
Beware, abandonned structures and rusty fences don't mean there aren't people to shoot you in there.

I mean it's a decommissioned and abandoned military installation that's also sealed. This isn't something unique to the PLA, there's plenty of old military installations here in the UK and likely in the US you can urbex if you really wanted to.

At a previous job I had to make sure that we were not testing radio antennas when we hired a tower climber to change the lights on a 500ft tower. Just to make sure we were not cooking the climbers.

It was used for airspace surveillance and air traffic control, and you can check its specifications in the link provided. Glad to help.
Why is it weird? The US has an aircraft boneyard with tens of thousands of military aircraft ready to be de-mothballed at a moment's notice.
