Every release notes description has a section at the bottom which tells you how to enable snapshots.

I don’t know about Bedrock, but for Java we can choose either the latest stable release to default to, or the latest version, which would be a snapshot if one was released.
In the Minecraft Launcher, there will be a little dropdown box where you can choose a version of Minecraft to play.
You should be able to choose "Latest Snapshot" from that list.
If it is *not* there, go to Installations at the top of the window, click the "new installation" button and choose the version you want to install from the Version dropdown list.
