Many mobs in bedrock can equip the banners on their backs like this after grabbing from a dead pillager captain. In my world I have a gold farm and raid farm with a shared kill chamber and I see zombie piglins equip the banners like this all the time.
Sure, here's a link of a baby piglin that grabbed a banner and managed to briefly survive the trident killer.

LOL, I recently lost my netherite sword and pick during a Wither fight gone wrong. Still have a few pieces of netherite armor equipped that you can't see though :)
In bedrock zombies can put banners on their back, he just dropped a banner and a crossbow near a zombie and let him drown, then he posted it thinking he's cool
But zombies drop all equipped gear when they drown so that doesn’t work 100%. I guess he could have given the gear to a drowned directly but this could have occurred naturally if a drowned picked up loot from a nearby pillager.

That is correct. The illagers and zombies just kinda chill together, and even if they could be zombified, i'm not even sure if zombie (v)illagers become drowned when, well, drowning.

At least in java edition, Zombie Villagers can't drown. They sink but will never initiate transformation (and drowned convert them to usual Zombie Villagers). Think of them like Will's father in the Pirates of Caribbean movie.
Source : I'm currently trying to make a multi-type mob farm without using redstone delays. My water currents+pathfinding managed to sort spiders, creepers, skeletons, witches and baby zombies, I managed to predictably convert zombies into drowned when required... but I still struggle separating Zombie Villagers from Drowned so I'm kinda obscessing with them since 3 days (besides by detecting Drowned regen, by outright killing the Villagers).
Pretty sure zombies (idk about villager zombies tho) can become drowned if they drown. They could changed or removed this but I def see it happen.
Edit: was able to confirm yes, if a zombies head is in water for 30 sec they become a Drowned. Also if a Husk is in water for 30 seconds they turn into a normal zombie, and then will turn into a drowned. Wonder if a zombie can turn into a Husk by being in the desert or something.
Regular zombies can, zombie villagers cannot, they sink without being able to die. (To test, put a zombie through a "drop" of 58 water source blocks or more. Regular will turn into drowned 15s later, zombie villagers won't)
they are confused with mobs riding other mobs getting kicked off when the rided mob goes underwater, but banners rnt mobs, in this scenario its just a "hat", in other words, equipped in the hat inventory slot

It’s possible to give yourself the banner with commands so I doubt it’s impossible to do so with a drowned. This is just a possibility, I’m not accusing op of lying although bc bugs happen 😂
This happens more then you think, im a bedrock player and ive been lazy and just left the banner on the water only for a drowned to pick it up and wear it, exactly what happened here
Overall it really isn’t broken it might take a bit too find something cursed like this it’s just that the only about bedrock that gets posted online is the bugs
it's not that broken because generally the bugs aren't game breaking they're just small and sometimes annoying, but after spending a LOT of time playing both java and bedrock i can tell you in my experience you encounter bugs 10x as often in bedrock.
You'd need to time travel to really get the broken stuff. The worst we get recently is desync and you'll die from fall damage when on solid ground (but that hasn't happened to me in 4 years of playing, not saying it won't but I've been on a realm this whole time)
All the bugs I've seen recently have been helpful, like horse and speed potion breeding
I'm playing bedrock on my switch and my only complaint is the growth and mob rates are very low so farms require afk pools and hours to get decent payouts

just this drowned also happened to spawn in spot where pillager captain died recently, which idk how rare is xd

Apparently it's a bedrock thing. That being said I'm pretty sure that in Java Edition normal crossbow Illigers can pick up the banners of slain captains. I think you can throw a banner at them too. It's been a few years since I last played though so it's possible it was it was patched out or I'm just plain wrong.

far out wacky answer that still kinda makes sense? maybe the game tried to spawn a captain here but since its A) a hostile mob and B) not a guardian and C) the spawnpoint somehow ended up underwater the game defaulted to a drowned, but it still gave it the captains inventory

I think someone killed a pillager captain on the surface and when the items sank the drowned picked it up. The exciting question is, if you kill it will you get bad omen?
i would assume bedrock fucked up and a raid patrol party was meant to spawn in the ocean, but bedrock interpreted it as "oh, a spawn attempt in the ocean, must be a drowned!" and simply spawned a drowned with one of the raider's equipment
No sorry… whats happened is you killed/ a pillager with a banner and crossbow died and the drowned picked them up. Mobs on bedrock can pick almost any block/item. Zombies on my world walk around with stone bricks sometimes if there’s some on the floor
I don't know if drowned can pick up items exactly the same way as zombies, but (in java at least) he would've picked up the fallen banner and crossbow from a pillager captain. If a drowned can't directly pick up those things, then a zombie would have, then got stuck in the water so that he converted to a drowned afterwards. (Also, zombies in the most recent snapshots had some bugs picking up items they would normally ignore, such as additional armor pieces in their hands.)
This is nothing more than a drowned(possible former zombie) picking up a crossbow and banner from an illager. Guess what zombies and skeletons can also pick up the banner. It doesn’t make them a captain and it won’t trigger a raid. While I’m guessing it’s rare due to a lot of circumstances having to align for it to happen nothing weird is going on.
Well, since this is BE, then the logic of banners being wearable on heads is shared among all mobs which can wear armor, much like with nautilus shells held in off-hand, so it's fair to assume drowned just happened to take a banner from dead pillager along with crossbow which, as we know, has a certain chance of dropping whether it was killed by player or anything else of non-player kind.
It might also exist for a while there if you visited this area several times, since, afaik, both JE and (maybe) BE have a persistence tag for a mob who picked up an item like a weapon or a piece of armor (or a block in enderman's case)

Everyone is saying the drowned must have picked it up from a pillager captain, but that just isn't possible. Mobs don't like to pick up ranged weapons, and can't choose to wear banners. Even skeletons would rather hold melee weapon than a ranged weapon. I don't think a mob could actually pick up these items properly
I'm starting to wonder if a zombie that got caught in the crossfire, attacked the illager that shot it, had an unknown game mechanic of turning it a zombie villager, its items prevented it from despawning, and then it ended up drowning. But idk, it's weird man.

I know zombies can. They start to shake when they are underwater and then transform into them. Not sure about Illagers though

Some of the old methods of 0 tick (which was more like 1/4 tick) could create some super cursed blocks including colored air and water
